Official memorandum to President Nicușor Dan: Romania — imminent systemic risk and unavoidable strategic decisions

Bucharest, 24 March 2026 — Agent Green has sent Romania’s President, Nicușor Dan, an official memorandum arguing that Romania faces a convergence of systemic risks — accelerating climate change alongside global geopolitical instability — and that treating climate change as a national security risk has become a strategic necessity, rather than an option.

Romania has already warmed by +2.71°C compared with the pre-industrial period (above the European and global averages), while 7 of the 9 planetary boundaries have been exceeded. Without immediate action, scenarios for 2050 indicate agricultural losses of 30–50%, major drinking-water shortages, heatwaves that could cause 1,000–2,000 deaths annually and cumulative losses of €3–4 billion/year in energy and agriculture. Extensive areas in the south of the country risk becoming partly or permanently uninhabitable.

The memorandum, signed by Gabriel Păun — President of Agent Green and United Nations Champion of the Earth — proposes three strategic priorities:

  1. Accelerating energy independence — rapidly developing renewable capacity (solar, wind), prioritising investment in energy storage and grid modernisation, and rapidly reducing dependence on fossil fuels.
  2. Treating climate change as a national security risk — integrating climate risks into national security strategy (including within the Supreme Council of National Defence), coordinating institutions on adaptation and protecting critical infrastructure and water resources.
  3. Directing investment towards economic resilience — prioritising sustainable agriculture and water management, expanding forest cover and developing the circular economy.

The full document (63 pages) includes detailed analyses of climate scenarios for 2035–2050, sectoral plans for energy, agriculture, forests and urban planning, and concrete recommendations on governance and sustainable finance.
