Climate change, water and energy: a major national security risk
Summary of the memorandum updated after the shutdown of Unit 1 at Cernavodă Nuclear Power Plant and the study of European pumped-storage hydropower solutions.
Bucharest, 1 August 2026 – Agent Green has resubmitted the updated memorandum “Climate change, water and energy: a major national security risk” to Romania’s President, the Supreme Council of National Defence, the Government and the responsible institutions, after the controlled shutdown of Unit 1 at Cernavodă Nuclear Power Plant amid very low Danube flows demonstrated that climate, hydrological and energy risks must be addressed together. The document calls for an interinstitutional meeting, a national energy resilience audit based on simulations, a 2026-2035 programme for renewable generation, storage, grids and flexibility, and a strategy for pumped-storage hydropower plants outside protected areas, prioritising existing infrastructure or sites already transformed by human activity. Agent Green also calls for a public comparison of the costs and risks of all major energy options, alongside a gradual transition in which no capacity is retired before clean alternatives and the necessary storage are installed, tested and available, without replacement by gas or coal.
